Communique of the ILPS-US Third National Assembly, Political Conference, and March and Rally

The U.S. Country Chapter of the International League of Peoples’ Struggle (ILPS-US) successfully held its 3rd National Assembly (3NA) and Political Conference with the theme, "Advance the Peoples' Struggle! Build the militant political movement of working and oppressed people against U.S. Imperialism's fascism, war, plunder, exploitation, and oppression!" in the Bay Area, California from May 30-31, 2026.

The 3rd National Assembly was ILPS-US' largest national assembly to date with a total of 426 attendees. Over 554 individuals from 215 organizations attended the subsequent Political Conference.

On May 30, ILPS-US alongside the Resist US-Led War Movement (Resist), the United National Antiwar Coalition (UNAC), and the International Coalition for Human Rights in the Philippines (ICHRP) also hosted a Peace Forum under the theme, "Unite to Fight Against U.S.-Led War & Plunder! Advance Our Struggles for Self Determination & Just Peace!" with over 567 attendees.

On June 1, ILPS-US then led 700 people in a Mass March and Rally in front of the Scale AI and OpenAI headquarters in San Francisco, California, with the theme: "No Tech For Fascism, War, Plunder & Exploitation! Fight for Livelihood, Just Peace, and Liberation!"

Third National Assembly (3NA)

May 30th, ILPS member organizations from across the country convened for the 3NA to take stock of the League's work and set the direction of anti-imperialist movement moving forward. Outgoing ILPS-US Chairperson Rhonda Ramiro delivered opening remarks speaking on the significance of the Assembly amid the intensifying crisis of imperialism. The keynote address was delivered by the ILPS Vice Chair Internal, Victor Garces, who spoke about the new strategies of U.S. monopoly capitalism such as the extraction of super-profit through digital platforms and AI. He emphasized that the major objective now is in destroying fascism, and gave importance to the mass movement led by the proletariat, providing examples of Venezuela and Colombia, and how ILPS-US plays a critical part in building the anti-imperialist movement in the groundswell against imperialist rule.

A report from the outgoing Secretary General, Nima Lin, outlined the development of the campaigns work, significant growth of the alliance, and the role of ILPS-US in contributing to the building of the anti-imperialist movement drawing out major lessons from the League's experience in the US. The assembly successfully discussed the direction of the anti-imperialist movement in the US and united on a new General Plan of Action (GPOA) for 2026-2029, passed 15 accompanying resolutions, and amended the Country Chapter Bylaws setting ILPS-US on clear footing to guide the direction of the Country Chapter for the next three years. The Assembly closed with the election of a new Steering Committee to lead the alliance and closed with a declaration marking the commitment of ILPS-US in taking on the necessary tasks to further advance the anti-imperialist struggle.

Peace Forum

The Peace Forum emcees, Reverend Sadie Stone of ICHRP and Jeri Lising of People's Resistance and International Solidarity Organization (PRISO), welcomed attendees from across the country and presented the Declaration of Unity to Oppose U.S. Led War & Plunder drafted by ILPS-US, Resist US-Led War (RULW), ICHRP-US, and BAYAN-USA. They emphasized that this peace forum was the first one conducted on a national scope, a development from the three previous peace forums that had regional focus.

Resist Secretariat member, Rhonda Ramiro, spoke about the intensifying US imperialist assault on countries all over the world. She outlined the major contradictions in the world capitalist system, and closed with an emphasis that while there is ongoing imperialist war and the looming expansion of war across the world, "The time is ripe to bind our struggles together, wage militant struggle in each country to win a just and lasting peace. Together, we will break and shatter the US's overstretched 'Island Chains' and 'Donroe Doctrines' and forge new bonds of peace, liberation, and international solidarity."

The Peace Panel was moderated by Tino Valen of ILPS-US and Sara Flounders of UNAC who introduced the six panelists.

  • Nieves Delgado, the Secretary General of BAYAN-USA spoke about the campaign to oppose Philippine President Marcos' UN Security Council seat bid, the upcoming ASEAN Summit in the Philippines, and the Defend Negros Campaign.

  • Meredith Aby, a Steering Committee member of Anti-War Action Network spoke about the upsurge and growth of the anti-war movement in the U.S. in response to Trump's wars of aggression

  • Laith Adel of Palestinian Youth Movement spoke about the Oakland People’s Arms Embargo campaign and the efforts nationally and internationally to wage similar embargo campaigns against the shipment of military cargo to Israel.

  • Laulani Teale, the coordinator of Ho'opae Pono Peace Project spoke about Rim of the Pacific (RIMPAC) military exercises, and the longstanding U.S. military land theft, occupation, and destruction of Hawai'i.

  • Carlos Sirah of Black Alliance for Peace spoke about the Move the Games campaign to protest the FIFA World Cup matches played in the U.S. because of U.S. imperialism's presence in Africa, aggression in South America, and joint genocide in Palestine.

  • Lala of Honor the Earth spoke about their campaigns to defend indigenous land from the plundering of data centers.

Following the panel, an open plenary was held wherein attendees presented additional opportunities for joint action and increased cooperation among U.S. based member organizations of Resist. The accumulated plans of actions from the panelists and attendees were synthesized and read aloud by Leo from Resist Seattle as a united commitment to strengthen the anti-war movement in the U.S., with a notable call to take to the streets on July 4 ("America 250") and a push to heighten our exposing and opposing of U.S. imperialism to bring about its downfall.

Political Conference

On May 31st, The Political Conference began with a keynote from the Secretary General of ILPS Global, Azra Sayeed, who spoke about the global situation and the political response from ILPS. She offered her condolences to the families and loved ones of those killed taking up the fight for national liberation. She outlined the U.S.' descent into stagflation domestically and U.S. imperialism's infliction of fascism and genocide abroad. On the flip side, she highlighted the remarkable launching of the ILPS under the leadership of late chairperson emeritus Jose Maria Sison 25 years ago, and the victories in recent years such as the holding of the International People’s Tribunal on Forced Starvation and Ecocide in Palestine, the development of the "Fightback Fascism" education series, and the launching of the “Free the Migrants! All Workers Unite" campaign.

The second keynote was delivered by Mick Kelly, the Political Secretary of the Freedom Road Socialist Organization (FRSO), who spoke about the role of workers in the fight for democracy and struggle to win socialism. Mick laid out examples of how the current ruling systems in the U.S. prevent real democracy, and thus it is the role of the people to completely overthrow those systems and build a socialist future. He expressed the need to take a principled stand with the people fighting for national liberation and make international solidarity a practical proposition by linking trade unions in the U.S. to trade unions in countries oppressed by U.S. imperialism.

Plenary Panel 1: Fight back against fascism! On peoples resistance against state attacks

This plenary emphasized that the heightened fascism we are seeing here in the belly of the beast and in our homelands is a sign of a decaying and dying imperial system, and that it provides an urgent basis for working people to build unity and fight to end the imperialist system.

This plenary brought together Merawi of the National Alliance Against Racist and Political Repression (NAARPR), Nerissa of Families of Filipinos in Detention (FFIND), and Asiya of ILPS SoCal to share experiences of the peoples' struggle against worsening state attacks of the U.S. through ICE, police, and political repression. Meanwhile, Nieves of BAYAN USA and PJ of GABRIELA Seattle spoke on U.S.-backed fascism in the Philippines.

Nerissa spoke on the power of migrants themselves leading the fight, and as someone whose partner was deported by ICE, learning to fight not just for herself but for justice and for all migrants. Asiya spoke on the decisive role of the working class in the context of the ICE Out of Hospitals campaign: "Community support matters, we're on a campus so student support matters. Work with unions matters. But who will be decisive are the workers. Inside the hospital, making demands from their boss, local class enemy, and CEOs. ICE Out of hospitals is class struggle."

Plenary Panel 2: All Workers United! On the Fight to End Exploitation and Plunder

This plenary brought together workers and union organizers from the food service industry, healthcare industry, and migrant workers, including: Kay, a Starbucks worker, Lealani of the National Union of Healthcare Workers (NUHW), Kai of Migrante USA, and Antonio of Frente Unido de Inmigrante Ecuatorianos (FUIE). Sharing on the common issues of stagnant wages, under-staffing and mass layoffs, and attacks on union organizing, the panelists described how the intensifying neoliberal offensive creates more urgency for workers to unite in struggle across sectors and industries.

Kay and Lealani highlighted the strength and successes of the collective action of workers, achieving victories like wage increases through coordinated strikes. Kay reminded participants that "Our organization poses the biggest threat to the capitalist class. The company is nothing without us. More and more stores are unionizing across the country, earlier this month we hit 700 workers worldwide. Striking is the most effective and powerful tool of the working class to exercise our collective power."

Kai raised the need for migrant workers to fight for change in their home countries: "For everyone here part of the Filipino nation, let’s go home and make some change. Live like Lyle and Kai [two U.S.-based activists who were among those killed in the massacre of the Negros 19]. All of those that are defying the forced migration and fighting to address the problems back home. Let’s take up the fight as one, from here in the U.S. to our homelands." Antonio pointed to the direction of the workers struggle: "And we will not cease to fight until we take ownership of the means of production and end the exploitation of workers!”

Plenary Panel 3: People's Resistance for People's Peace! On Ending Imperialist Wars and Liberating Our Homelands

Our final plenary featured speakers from the Iranian, Filipino, and Palestinian peoples' movements at the forefront of the struggle against U.S.-led war and for national liberation and sovereignty against U.S. imperialism. All speakers highlighted that as U.S. imperialism intensifies attacks on their land and livelihood, the people in their millions are called to resist and fight for an end to imperialist domination. And despite its billions in military funding and hundreds of overseas bases, the U.S. has failed at achieving its objectives in recent offensives, and will ultimately fail as the struggles for national liberation charge forward toward victory.

  1. Hamid Shahrabi of Global Resistance for Peace & Justice, Iran gave a history of the U.S.' relentless attempts to crush Iran, which have never been successful. "They’ve bombed hospitals, they’ve killed thousands of innocent people in their homes and with all of that, they did not achieve their objective."

  2. A representative from the International Office of the National Democratic Front of the Philippines emphasized that "The fight against fascism in the imperialist centers is inseparable from the struggle for national liberation and genuine democracy in the neocolonies."

  3. Monadel Herzallah of U.S. Palestinian Community Network conveyed "That resistance takes many forms: armed struggle, legal documentation, grass roots organizing, the mere act of refusing to leave the homeland."

A round of workshops was hosted by various member organizations of the League and allied organizations to share lessons, tactics, and calls to action. Workshops fell into three categories: "People's Struggles Against Fascism", "People's Struggles Against War", and "People's Struggles Against Exploitation and Plunder".

Closing of the Political Conference

The newly elected ILPS-US Chairperson, Tino Valen, and ILPS-US Secretary General, Liz Park, gave the closing remarks of the Political Conference. They emphasized how the time is ripe for change, and while the conditions around the world are worsening, the conditions are also excellent for advancing our struggles. They invited everyone in attendance to continue to build the anti-imperialist, anti-fascist and anti-war mass movement alongside ILPS, and that an immediate opportunity to transform the ideas and strategies discussed at the conference could already be put into action by mobilizing the following morning for a mass protest and march.

The Political Conference closed with a solidarity night with cultural offerings, poems, and performances from different organizations to enliven the spirit of international solidarity and celebrate a successful political conference and assembly weekend.

Mass March & Rally

The Mass March and Rally brought out 700 people to channel the people's outrage against imperialism and fascism by confronting Scale AI and OpenAI for their role in the U.S. war machine. The mass mobilization exposed monopoly capitalism's greed and plunder from the Global South to the imperialist core through AI technology. Speakers represented labor unions, migrant communities, indigenous peoples, groups concerned about land and the environment, anti-war movements, and national liberation struggles. This action marked a new starting point for further escalating joint campaigns against AI and tech corporations at the helm of U.S.-led war, exploitation, and plunder of the land. ###
